History: Born in 1964, Elizabeth grew up in Fox River, and is the daughter of Lorraine Ann and Raymond Denning, a pharmacist. She graduated from Foxford School in 1983, and from Pawston College in 1987. In the early '90s she worked as a journalist for the Zootopia Times. She became managing editor of the City Reader, and also did consulting work as an Internet strategist, as well as assist with some projects for a couple local radio stations. She also acted as Development Director for Zootopia city council. During this time, she also worked as a community and political activist.

     In 2003 she was campaign manager for Tony Pawlenty, former Zootopia chief of police who unsuccessfully fought a social liberal nomination for governor. Elizabeth was an early member of a group called ROAR (Residents Opposed to Airport Racket), which campaigned for noise mitigation projects in neighborhoods around Zootopia International Airport. This group staged a memorable "pajama protest", where area residents wore their nighttime clothes at the airport to show that they were losing sleep because of airplane noise.

     In 2016, after Lionheart was put in jail for illegally imprisoning savage mammals, elections to find a new mayor began, and Elizabeth joined the race and ran for office along with two other hopefuls; one dropped out during their campaign. Denning got the popular vote despite her species, winning out over her competitor. Now that Mayor Denning was in office, her mayoralty would deal mostly with lowering crime, creating jobs, balancing the city's budget, etc.

     About a year into Denning's term, her assistant mayor was arrested on charges of money laundering (Denning had no idea this was going on). The assistant was using his personal business, Foxworth Auto Sales, to conceal the proceeds of nighthowler trafficking activities. He also used that business to buy a $90,000 sports car for another member of the same nighthowler trafficking ring. He and Denning are talking in a hallway, when the police show up to arrest him. He panics, puts a gun to Denning's head, and moves outside to the steps in front of city hall, like "Don't come near me, or she gets it!". SWAT is called in to take the assistant mayor down. The sniper gets the assistant mayor in his scope, lines up the shot and fires, but the bullet hits Denning in the shoulder; the second shot hits the correct target, but the damage was done. Denning was taken to the hospital, where her right arm was later removed due to injuries from the bullet. The sniper who had accidentally shot her quit his job.

     Once Denning recovered, she returned to her job, and now has a new assistant. Adjusting to life with one arm was difficult. For example, she couldn't drive anymore, so she sold her car, and hired a personal driver. Dressing and undressing was harder. And since cooking was now more difficult for her, she also hired a personal chef, and sometimes she dines out at restaurants. Others feel the need to constantly help her since she's disabled, and offer to help with even the most mundane things.

     Since then, she has also become an inspiration to others, continuing her job as mayor despite her disability.

     One evening she went out for dinner at a restaurant she'd been wanting to try for a while. She liked it, and soon became a regular customer, also striking up a friendship with one of the waitresses, Vivica.

Relation to Zootopia: Is mayor of Zootopia; Ran for office after Lionheart was put in jail. Her friend Whistler lives in the same apartment building as Judy, was shot by Doug during the savage mammal scare, and is friends with Nick and Judy.
