At the time of producing, draw the episodes in different countries such as Japan, Australia, France, Chile etc.  Why did they permit so much difference between diferents countries ?

Well, it wasn't a question of "permission." It was a question of necessity. Animation costs are too high for television production in the USA. So we shipped all our shows overseas for animation. Most shows went to Japan back then, but overflow episodes may have gone to other countries in the rush.

And it hasn't changed. Almost all the direct-to-video productions and the TV series are still produced overseas... One difference being that now, it's only asians countries because the employees and the global cost is cheap, while Talespin was also animated in Japan and in France (but I suppose the costs are too big now...)
