How do I make characters using lineart? I am new and I don't know how.

The easiest way is to find a blank lineart (make sure it's free to use and that you remember credit the artist) and colour it in MS Paint (it has to be paint friendly - if you try to colour it and it has a white berosed arounf the lines - it meant it's not meant for MS Paint).

You need an editing program. I use gimp but there are a lot of one out there that will work fine.
