When you put protcted on a new character the definition is that you can choose the members that allowed to use the character. Does this mean that if you want to make a picture of someone elses charater for them you have to ask? public? private?

It's always best to ask people for permission before you use their characters in anything. Most people here don't tend to mind, especially if you used their characters in a gift for them. However, some people don't like their characters being used without their permission, so it's always best to ask first.
If a character is marked 'public' you don't have to ask permission, although it might still be helpful to, in case they marked it 'public' by mistake. If it's marked 'private' that generally means they don't want anyone else using it, but if you're good friends with them they might let you if you ask nicely.
