I seen a lot, horses over growing their breed's height.
Like a mustang of the height of 18 hh, but a mustang average height is 16 hh.
Should the horses be in their height average of their breed?

yes and no, it would depend on things like ,how many hands over ect and they can be over by a bit but not to much.
id say message them and tell the person, if they fight you on what you say nod your head and walk away no need for unwanted drama
