Gimp is a completely free program to download no matter where you look and what system you use on it, it's not really updated often which is a real bonus so you don't need to get accustomed to new things all of the time. Your friend might not have gotten it from a free download site which is why it might have cost her
As for the tutorials of it, there are PLENTY on Youtube and google, the only ones I've needed was one on colouring and shading which made everything easier to say the least.
If you have any other questions about it feel free to ask anyone who uses it through DA note or PM, most people who use it are nice and do help you, so don't be afraid of "biters".
Drawing/Rendering is a lot easier to do on GIMP than it is on Paint Tool SAI or Photoshop as it's pretty straight forward as soon as one gets used to it which takes less time than Photoshop or SAI in my opinion, it also has a lot of the same options as the other two programs.
If anything, on GIMP, just test out what things do what and have fun with it, also don't be afraid to ask about it.
I hope this answers your question.
