do you have to put a breed in the chars ?

No, it's not required. However, there are different traits/characteristics of breeds. Therefore, listing the breed(s) can help draw the character(s) accurately.
For example: someone has a Hackney pony character. They don't list the breed, and another member draws it as an Arabian. By listing the breed it allows people to research the type, draw things accurately, and learn some new things in the process.
