ok i dont know how to fix a horse with a long mane to a short and a short to a long one please help!

you trace over the horses body in another layer and leave out the maine, delete the first layer (the one with the orig pic) or hide it, now you can style the main as you like on the layer with just the lineart.

i have paint on my computer and i find it easy but ive never tryed short manes to long and long to short

Personally, I use GIMP, and a tablet. But it is a long and tedious process using several layers for making longer manes cut like the calvary horses. Making shorter manes longer is a bit easier, and can be done well in microsoft paint. if you have some patience and an understanding on how to use all the tools.
