I agree with Priya, both ideas are good.
And also, both are fair, its your design after all so its fair even if you choose to use a randomizer or if you want to choose someone specific to have it (like in a contest).

It will be a raffle then?
Count me in

I'm just going to hold a raffle, I will put everyone's username in the randomizer and draw tomorrow!

I think either idea is great, and in either case I’d love to try for him

or maybe a raffle would be better? I can put everyone's usernames in a randomizer app and draw names?
It makes it a completely even a fair chance for everyone?

It will have to be a raffle as I don't think the contest would fir within the Contest rules.

oooh! good Idea GreyBeagel, I'll do a full contest, I can come up with 2nd and third place designs as well
I'll do that and then make a full contest.

O good Rose, I bet you'll get him, your amazing at making characters

I'd like to try

Hes an adoptable then?

This guy is so awesome! :D
And yes, I think that is allowed but maybe if you post it on the Contest section you should offer also a kind of prize for second and third place, or maybe you could do it just from here, so we'll pm his bio.
Whatever you choose, I would love to try for him
