As you remember in the previous movie, the hyenas were the ones that killed Scar,so why isn't she mad at them?
It makes no sense.

I believe she was angry with Simba (and his entire pride to be precise) because he overthrew her preferred ruler (Scar) and banished her & her followers from the Pridelands, thus sentencing them to the less than appealing Out Lands.
This answer is directed to the films, not including the books.

Zira is angry at Simba not just because he came back and defeated
Scar, but because he also had banished her from the Pridelands shortly
after that. Zira never liked Simba from the start, so she killed his
first son, Kopa. (Which Kopa was never in the films.) She killed Kopa
in revenge for Scar's death. Scar was her love, and possibly her mate
as well. |
Also, Simba banished Zira and her cubs from the Pride Lands because they were supporters of Scar's ruling.
Hope this helps. [;
