Actually, he never was an "outlander".
Yes, he
did kill Mufasa, but no, he was not banished for doing so.
No one in the pride knew he did it. He even became king,
which was his full intention.
But Scar was
never an Outsider. He is what caused there to be outsider's,
though. They were his followers.
