There are many hosting websites. Here are a few I recomend:

www.freewebs.com they have a lot of space and is easy to make.
www.wix.com/ is really good too for space perposes
www.tripod.com

those are just my opinion. Freewebs is the most likely to be for ages, anything or up!

Try expage. It's fun to use. http://www.expage.com/

Yes, it matters what kind of site really. If you make it a
kid site, then go head! Fake your age if you want. I use
Proboards, and I fake my age to make a site.

Try Freewebs:

You might want to do a search on Google. You may not find
one at first, but no worries. I've yet to come across
something I can't find on Google. I, for one, am interested
myself, but don't know what to look for!! If you make one I
will join. Either that or lie about your age. It doesn't
really matter how old you are, just make the site if your
interested!! Age shouldn't stand in your way of a goal!!

Thanks to everyone who answered.I have created a site at
freewebs called Pride Rock Community.Go to it at http://www.freewebs.com/priderockcommunity/but its still not
finished.
