Yes, he had them as a cub, but that may have been a cub-only marking

Take Nala's pointed cub chin as an example, that went away once she became an adult, just as Kiara's pointed chin will eventually leave her as she becomes a full-grown adult

Simba must've lost the rims due to his aging, as mentioned. Also, he is remade to be much bigger/rounder and colored differently in TLK II as an adult rather than when he was in the first movie; this goes for Nala as well

Only so many thing's follow characters into adulthood, Simba's rims were not one of them
