Can you report someone who has used your character without permission?

If a character has been put as protected, or even private, regarding use, doesn't that mean others can't use them without the creator's permission? And if they do, is the user allowed to report that person?

Technically yes, if you've put the rules about the permission for the character's use, you can report those who have used it without asking first.

They probably didn't know the rules. Before anything you should see if they have a reason when they're online so they see. If not then I guess you probably are allowed
