Unlike -CloneWolf95- said, Dotty is NOT a fan-made character. "Dotty" is just a nick/name fans gave to a background Outsider with a dark color wich had five (?) spots down her eye. It is unknown if Dotty has any relaction with Zira, but you can always make Dotty Zira's sister for a fanfiction.

No, Zira was NOT Dotty's sister. First of all, Dotty isn't even an offical character. Someone just made her up. But you could always make her Zira's sister, but that dousn't mean they will be sisters in the film.

No,Zira hasn't,or never did mention if Dotty was her sister,but you could make them sisters,in a fanfic,if you desire to. -Celtic Kate
