You can get a free trail of PSE from Adobes offical website. It only lasts 30 days, and if you wish to continue after 30 days, you'll have to buy it. http://www.adobe.com/cfusion/t [...] duct=photoshop_elements&loc=us

Well, depends on what you look for. Most simple one is Paint which comes with Windows. If you are looking for something more, then you might want to try Paint.Net( http://www.getpaint.net/). If you want even more advances stuff, try GIMP( http://www.gimp.org/), but do note that Gimp might be bit confusing at first due to everything it has.

Where can I download the trial for PSE?

I already have a gimp

I doubt any program takes up 3MB or less. That's about the same size as a meduim sized BMP file.
MS Paint on all Windows computers.
Gimp is a great free program that works on most OS. (Operating Systems)

Skyward- Photoshop Elements is not free; You can only get free 30 day trails, and I'm sure Rolo would like a permanent program.

sky PSE you have to pay for

PSE is a good program. It can make smooth lines, and relastic fur. It all depends on how good you can draw really, and how neat lines you can make. So, there isn't exactly an obvious answer to this question.

ms paint is free and on most pc's theres allso gimp wich you can find by googleing gimp
