Well, why not? Loads of people on Balto Source made there own versions of Saba and Dingo. (Offical Characters, they were mentioned in the credits)

Lil Cheetah did not make the character. Regular members do not have the permissions to create an official character. I had credited Lil Cheetah for the artwork because there is no official art out there of that character.

Edit: Ah, I see what you mean after looking on the pages of characters where Lil Cheetah is making her own characters. I'm going to try and get the mods to discuss that.

If he is, then you are too, rules are equal for all. Just do note that you don't own official character. So anything you take from official character can be reused by anyone, since it is not yours. Only thing being yours are changes, if they change character enough to make it clear that someone is copying, so they must set that character enough far apart from original.
