He could be looking at nothing, maybe disney wanted him to not look at Kiara so he didn't expect it. By not seeing her coming Kovu could not possibly jump out of the way. It was probably done for this reason. If he had been looking then he would have avoided Kiara but since Kovu was not... well you know what I mean right? Of course there is also the possibility that he was watching Nuka walk away or was lost and trying to find his way back. But still I think it is so he didn't see Kiara coming. I hope this helps in some way (sorry if I go on a bit)

I think that the animators just kinda made him stare. They really had no reason. That might have been lazy animation in my opinion. Hope this helps!

I assume since he was at the border, maybe he was looking at the rpridelands the way kiara was gazing at the outlands before traveling over. Though it was said that Nuka was with him before he decided to leave him out on his own. Maybe he was looking for Nuka?

maybe he was just looking at Timon and Pumbaa the way they were arguing about the grubs!! or he was just wondering!! hope it helped ^^

He might of been looking at something real quick, before turning over to see Kiara going to bump into him. I was wondering what he was doing to. Or it could be him looking out, and something caught his eye. My best I think, would be something caught his eye, and then he looked at it for a long time he went in a daise. Thats what I do when I look at something for a long time. He problay was suprised when Kiara bumped into him. I hope it helps!
