Question :

some artists or drawers in this site bring a lion king pic (let's say a picture of Simba singing we are one) they line Simba's render then they colour it with another colour so it can be their character that is well-drawn and handsome (this is my guestion if i was wrong plz tell me)

like Kwanza's drawer, (the link to the picture is below) he did this, and here is my question, in what program did he or other drawer draw it!! and how did he draw it? this question's answer is so important to me so please don't let me down..

Yeah, Photo shop cost money but if you search photo shop online I think you can get a free trial. Renders aren't that hard, even with paint. Though some take longer than others but the end result is normally great.

And then you can do it with Photoshop, but that cost money, doesn't it?

You are talking about render, I think, when you take screenshot from movie and modify it so instead of original character you can see your own. You do not exactly draw it, you more trace it, draw some additional details(if needed or if you want) and color it to match your desired character. That is called render. You can do that with any program for image manipulation. Even in Paint. Here is some guide on how to do it with Paint, which you get with Windows:
http://www.animationsource.org [...] to-render-like-cat-t25070.html

You can also use some more advanced programs for it too, like Paint.Net( http://www.getpaint.net/), Gimp( http://www.gimp.org/) or Sumo Paint( http://www.sumopaint.com/home/). Last one does not even need you to install it, you can use it entirely in browser.

I hope that will answer your question and that answers what you actually wanted to know. Since I am not exactly doing any art, I hope Cats guide will shed some more light on how it is done. Otherwise search in Google or on Youtube for some render tutorials or guides.
