I heard of a character called Elanna created by Kati-Kopa on deviantart. Then I started seeing fanart of this character on many different websites. Is Elanna just a well-known fan chacracter, or a character than was cut or put into the books/comics?

Most certainly not official. Elanna is fan character, probably one of more known, but still fan character. As far as I was able to trace her is to the Chronicles of the Pride Lands, which is one of bigger fan fiction work I have seen and also my favorite. As far as Kati-Kopa, I do not know if he/she is actual creator of Elanna but my belief goes that Elanna was created by authors of Chronicles of the Pride Lands, John Burkitt and David Morris. Kati-Kopa copyrighted her to Disney, but I am very sure Disney never introduced Sarabis sister. I could be wrong, but I think I got it right.

As for Chronicles of the Pride Lands, there are two editions, one before TLK2, which names Simbas son Tanabi and one modified to fit in with events of TLK2. You can read more about it here:

At bottom there are also links to both new and old versions.

Some additional Info I found on internet:
ELANNA: Adult lioness, and Sarabi's sister. Elanna fell in love
with Taka during his reign as king, and was one of his few true
confidants. Sadly, their son, Fabana, was miscarried and died in
childbirth. Elanna was driven off by the hyenas shortly before
Simba's return; her whereabouts are unknown, and she is presumed
dead by the other lions.
