Should Uru be an official character or am I allowed to make her a fan character?

I do not think you should be allowed to make her as your own character, since she is already a character in A Tale of Two Brothers book. So technically speaking, she is not your character. So Uru should not be made as anyones character. She should be added as either official or unofficial public character. That is in my opinion, but lets wait for mods to answer.
