how do you get a picture on your name thing?

You mean avatar? The picture near name?

Easy:
Go to "My profile", you find it on bar under "Welcome lioking159!" on top of page. Then click on "Edit my profile". Then you have two options.

If you want to use picture from internet then copy/paste URL in "URL avatar" field. Just open picture in other tab, and copy URL. Also do not steal others art, or use it without permission from author.

If it is your own image and/or you have it on computer, then click on "Change my avatar" and "Choose file", that will open window, where you select file(image), and confirm it. After that click on "Send the picture".
