can I maybe make the dog catcher a page

saske italian wolf

No, only us Moderators or the Site Builders can make him an official character page, free to use, because he was a character that had a small part in the movie, like Aunt Sarah in the second movie, small but she was there. We'll try to get all the pages done as soon as possible.

I think you can actually make a version of him, but not making a version like the original characters of the movie with a little bio. But since he doesn't have a page, yes i think you're allowed to do it -Commondog
