MOUSE: I agree with you, he has a semi-deep voice that still sounds young. But in most of the episodes he doesn't sound as mean and sullen as Skip, he's more funny and jokular, you know? I'm confused here!!

May I ask you if you could use the voice from the sequel type series. It's the suite life on deck. Add the older voice. It should sound a lot like you might want Skip to sound like.
