The Dogcatcher appeared in the first movie too but was never seen in the face. This dogcatcher is exclusive of the second movie and seems to be obsessed to catch Buster's Junkyard gang of dogs. The first time Scamp saw him, the man was about to catch Buster but was later fooled by him, with the dogs escaping with his hat's as trophy of the episode. Reggie was also caught by him. He caught Scamp after that Buster took off his collar and the pup was brought to the pound. When Tramp and Angel broke into the pound to free Scamp, the dogcatcher tried to stop them but was defeated by Angel.
