Loki always saw that Todd seemed to favor Skall above the rest of the litter - he was, after all, the naturally strongest - and one day, overheard a conversation between Todd and his visiting friend, Copper, who had gotten off his lead that day. Copper warned Todd that a savage dog had settled near the east border of Todd's territory.
Todd and Vixey saw a threat - Loki, even as young as he was, saw a chance.
He told Skall of the dog, and made a point to tell him how dumb such beasts were, and how any grown fox could handle one. It was enough to serve the purpose, and Skall was convinced he had to see the beast.
In the end, he brought Loki and Bae along. Of course, they found the great dog, and were nearly killed - luckily for them, Todd realized they were missing and tracked them down, only narrowly saving them from their own foolishness.
Once they returned to the den, they were firmly scolded by an irate Todd. While Bae and Skall were rightly subdued, Loki was the dissonant - he was smugly pleased by the whole situation, not in the least upset.
After all, he knew all along what he was getting himself into, knew Todd would realize what was happening, and knew he'd shown him that Skall was very capable of fallacy.
