No. They answered this 5 months ago, and I doubt they changed their mind already :

Sorry but I meaned made by Universal. The guy who said that is still affirming of a Balto IV of Uni. I said he has to show us a letter or an e-mail from Uni. So I do belive nothing.

Glenn Ross is the head of Universal Studios Home Entertainment Family section, and he's the guy taking the decisions. It was exactly the right person we asked. Make a search on his name for example...

I wrote a Balto 4 but I would re-do it if I could. Now that I'm older, I think it's rubbish! I can't rewrite it now because I haven't got enough time. Another Balto movie would ruin the first one even more, Balto 3 may have been better then the second but it might go in a pattern: good, bad, good, bad... ect. Anyway, Drew and Greykitty are currently making a Balto 4 trailer but I don't know about a movie.

Hello,
I dunno, I'm actually kind of glad that they're not making another sequel. Personally, I'd hate to see Balto go down the road of the Land Before Time movies...some things should be left to the fans' imaginations.
