That's the meaning of Kovu's character, actually. While Kovu isn't as bony as Scar.

Yes, they designed him that way coz in TLK2 Simba still can't let go of his past and even though Kovu is'nt Scars son he was meant to look like him so you could understand better Simba's dislike towards him, it is shown in the movie that he looks like Scar when Kovu looks into the pool whilst he's being chased out of the pridelands, although he's not proud of the fact he looks like Scar, I kinda liked the way they planned that part of the story and I also agree that he is'nt half as boney as Scar.

Yeah. He's no where near as bony as Scar.

Yes, that was intentional to show that Kovu was meant to be Scar's successor so to speak.
