You can make with MS Paint oo,but it won'e be that good like other higher programs,Umm..I think photoshop,Gimp?they're very good,but there are loads of very good programs! ;)

PhotoFiltre. You can download it here. This is the program I use for signatures and wallpapers and such.

I use a program called PhotoImpact. It costs money, but it's worth it

If you wanna take the time to learn a really good Photoshop clone is GIMP! It's FREE too. If you want I'll post a link but you can easly google it too! :D

The one down side to that app is just that, it's very complicated and frightening for the first time end user to operate. It took me a few hours before I understood the basic idea of things within the application.

I don't know of any free applications, but if you have a chance, try looking into Macromedia Fireworks!! :wink:
