How do you get it to look like its raining for like snow is falling with Photoshop? Also want to know how to make it look like they're crying, and how do I get the trees, and sun-like light in the background?

No you can do this with Photoshop, elements is a smaller version of Photoshop, there is really no trick to this you must draw it using a soft brush or download a brush that looks like snow.

As for years you must draw the tear, using various levels of shading or layers, also it can simply be used by just drawing with a white colour on light opacity.
