Hmmm, it depends. If you want a comment box, usually it's php (I think). But as for the art galleries, that's really simple to do in html. Do you want it for a website or forum? If it's for a forum it's harder, with a website it's easier. Anyway, answer me those questions and I will give you a code for now:

That will give you an icon like this
only it will have your picture on it, and when you click on it another page will open with you fan art picture
