I've noticed some of these before, like Pirkka said, it's probably to save time and money instead of making new frames.

I noticed this too. I think it was the same style and animators that were working on them during the time (nowadays, Disney's style has truly changed from the good stuff that it used to be.).
Very interesting find, Steet!

Ah, I know for the 100 Dalmations they had started to use this machine that acted like a Xerox where the artists pencil sketches could be copied directly without inking, which was easier and saved alot of time. It also accounts for the 100 Dalmations, loose drawing style. Plus for drawing about 100 puppies on screen at the same time, that was just impossible back then. So instead they would copy a bunch of pups and lay em all over each other.

Yes; and it's not being lazy either. It's actually a very effective animation technique. They don't use the same scenes over and over again, they just...erm...."recycle". Every scene has to look just real enough for the viewer to be convinced of its originality.I learned that from a video game designer. The tehcnique is still used commonly today.
For using the same body movements in different movies, the skeleton moviement of each character can be used many times, but with different skins.
