How do I make a member into a Staff Member?

I need to know how to do this at Balto_HQ,I tried to do it once before,but it didn't work.

i think you go to the person's profile, and there should be a scroll-bar that allows you to change the person's rank. i'm not sure if that's how it works on invision-free, but that's how it works for other programs.
