Good luck, you'll need to contact Universal and get all the legal rights and give any money you make to them or you'll be sued. It's a very risky thing to do. You should just do your own film and avoid all the legal stuff it'd be much easier and save you thousands.

Re-making a movie is a complicated thing to do, saying you'll something is very different than acctually doing it.

Um mate I don't know if Universal would even return the call, yes how old are you? Movies cost thousands and thousands of dollars to make do you have these funds? Universal probably won't even give you the rights they are really particular with there films and since they already made a Balto 2 and 3 and the profit wasn't as big as they wanted it. They probably won't want to give someone the ablitiy to make another.

I mean no offense, but I highly doubt it will work.
First you'd have to have an insanely large ammount of money saved up. I remember one time a fan fiction writer wanting to publish some of his fan fictions for a book, he contacted Universal about the characters and he'd have to pay a couple thousand dollars for just the use of one character.
If you did find a way to get a script done and pass Universal, you'd still be stuck with the task of finding an animation studio and paying the artists for three years of work, as I highly doubt Universal is going to want to pour more money into a franchise they think is dieing.
Personally I think you should stick with fan fiction writing for Balto, and work on your own original movie. I'd think companies/studios would be far more willing to go for an original story then one that's already been done.
