I’m looking for advice about how to help my parents. They need assistance walking, but have declined all offers of help from neighbors and friends. But I don’t know what else to do with them, since they refuse to let me organize any kind of in-home care or help.

Your parents are going to need a lot of assistance when they get older. They will have trouble going outdoors, may have trouble walking and sometimes using a toilet or shower, getting dressed, and eating. You should think about getting a caregiver if your parents can't do their everyday tasks.
