During the first song "everything flies" Balto and Jenna are sitting on top of the boat, and the mail team is seen on the beach. During the end of that scene, Dusty runs up to Kodi and their noses touch.

Although their were subtle hints that something might be going on between them I can’t say that enough happened to make me think they were really into one another. The incident with Ralph also says something about it as well.

I had'nt noticed that before but I don't think the animators put quite that much thought into Dustys character design, don't forget WoC was fairly low budget, if the animators were going to make something between Kodi and Dusty happen I think they would have made her a bigger part in the movie.
