If Saba is classified in fan fic then I dont think she counts  . Plus in WQ she was just a pup that we saw for like 5 or so minutes in the movie, so how can we prove shes the feminine one? Also I know we have our own perspectives and opinions, but still what makes a person think she is the most feminine?(rhetorical question) Unless its out of impulse then I dont think it counts.
Now for the topic question, I think Jenna is the most feminine by looks and physique, but I have a tie for Jenna and Dusty by their actions and what they say.

Yeah Dusty wasn't acting so feminish,after her type of talking describes her personality,and Yes Jenna is way more feminine,so I choose Jenna too.

I voted for Jenna, cause she kind of acts the most feminine.
---Actually at first I thought Dusty was a male... XD & you barely see Saba in the movie, only for about 5 minutes--not even. So yeah. ^^ xD
