I wonder why the series stopped at 3. What happened?

This has been asked (and answered) a million times. The series is not popular enough to merit a fourth movie.

To be fair, it's not really prudent to say "never" regarding anything in Hollywood; lots of long dead franchises have been and will be rebooted or given new installments, mostly because retreading covered ground and expanding on extant properties is always easier/safer then making up new characters and storylines. We may well see some addition to the Balto IP eventually. Crazier things have happened.

But I don't understand this constant fussing about how there'd oughta be another Balto movie. I wouldn't hold my breath on it, but I also think wanting more of something just because you like it is a recipe for disappointment. That's also kinda the point of fan labor, right? To expand on an IP in new ways, especially if the holders of that IP's rights don't give a spit about doing so themselves? inb4 LETS MAKE BALTO 4 because like... no, let's not lol

I think they might be putting Balto 4 out in December.

What makes you say that? Did Universal drop some unexpected news or are we just wishing out loud?

I saw an add for it. But I’m not sure if it’s a fan thing or not.
