Baloo is always alleged being at Khan's office, annoying him and pesting him. If he is always there, why hasn't he seen any evidence of misdealings and illegal activities that Khan is suppose to be doing? He hasn't even seen any air pirates in the office yet? If so, then why doesn't Khan say anything to Becky, his boss or least try to embarrass her or humilate her in front of air pirates by telling showing them how a self righteous hypocrite she is?
I think I'll try to answer your question by dividing it in half. But I must warn you this is my personal opinion about this issue.

For me, the reasons why Baloo has never seen, or like I'd say, has never been the close witness of the illegal activities done by Khan Industries and its' chief are like two sided coin: the good, jovial, but sometimes the naive parts of Baloo's personality and the Khan's effective way of covering the crimes he does for the profites of his already enormous and rich company.
Baloo, as the protagonist of Talespin series, has generally the belief that every person he meets (almost, if ya know what I mean, if comes to the characters) has good intentions, because even of the fact he's not perfect and he has some weaknesses he has ones by himself. Additionally, the bear pilot professes the positive values. That's why he's capable to save someone's life, take care of Kit and Molly, save Cape Suzette by himself from air pirates, etc. And that's why he trusted Khan and was foiled by him multiple times.
In the other hand, Khan is handling the crime in velvet gloves. He's not the Don Karnage - type person who's gonna tell everyone what he's gonna to do and what the great crime doer he is. He won't also make himself a goof, intentionally, or not, like the captain of Air Pirates. No. The tiger businessman knows that this tactics won't be effective and he'd lose the most of the profits he earned earlier, if not everything. He's wearing the mask of the neutral player in the play of the theatre of Talespin universe in order to do the illegal activities when the curtains go down. And the constant duels with Karny and Baloo are the additional smokescreens to help Khan gain more resources, more informations, more money and more respect and power. If comes to the Becky, she's the rival for tiger's company, because her business is growing larger and more prospering. And that's the threat for him and his legacy. And yes, humilatiing her, making herself worthless and blackmailing her and her patchwork family, even by using Air Pirates as the men for the dirty business, would be effective only with one condition: he couldn't show himself as the causer of the chaos. Otherwise, he would end like Don Karnage: the "evil" clown, who's laughed by everyone and taken seriously only if he'll succeed in plundering Cape Suzette.
I hope I answered this question completely. The best way to get the more satisfying answer is to ask Jymn Magon about it in this site.
