Cells are very rare, and sadly, very expensive, but Jenna looks adorable here. And... Disney?

You'll have to remember, as well, that there are actually NO cels from the Balto movie. That's right: zero. Why?
Well, in the late 1980s/early 1990s, Disney invented a program called CAPS. Basically, this allowed animators to make their drawings, then scan them into a computer. Once in the computer, they were digitally colored and fitted into a scene. The process took a fraction of the time previously needed to make a film. Disney loved CAPS so much, they outsourced it to other animation companies, including Amblimation.
What does this mean? It means, at most, there are only Balto DRAWINGS, and most of those either got destroyed, archived, or - VERY rarely - sold to collectors. Not a single colored cel is available, for the reason listed above: none were made for the film.
Sometimes you'll come across an "authentic Balto movie cel" which LOOKS like it came right from the film. It's kind of hard to understand, but that actually MAY be genuine. How's that? Well, while no cels were made for the film itself, several PROMOTIONAL cels depicting scenes from the film were produced - though not by the animators themselves. Even THESE are valuable, so if you see one you like pop up somewhere and you want it, and you have good reason to believe it's authentic, snag it.
That's pretty much it.

Thanks Skulblaka_Shur'tugal you are absolutely right in what you are saying. This example shouldn't be confused with a "production cel" as a Sericel is usually a limited edition screen printed (not hand painted) cel and gets its name from the printing process called "serigraphy". They are collectable in that they are limited in numbers (I believe individually numbered) but clearly not made from a scene direct from the movie. I can elaborate a little on the "production cels" that are sometimes available. Again you hit the nail on the head in that there were absolutely no production cels produced for the filming of Balto, the only original artwork available being pre-production sketches/character sheets, story boards and production drawings. In the case of Balto a lot of the drawings were sold off and many of the backgrounds were reserved for the special edition cels to be hand painted at a later date. The "real" Balto cels should be one of a kind, if you were/are lucky enough to buy one the package should at the least incloude the original production drawing to accompany that cel. Both are stamped with the gold "Balto" logo and come with a CoA. Many were also sold (for more $$$) with the original background as well. I'm lucky to own two cels with drawings & backgrounds When Universal offered the production material up for sale, they sent out xeroxed copies to potential suppliers so that individuals could buy their selected cels - the samples looked like these on http://fluke.theicecave.org/xerox.shtmlI keep meaning to get some cel material and hand paint a few based on the xeroxed drawings.. I think that they might be quite fun to make. I did in the past offer computer printed versions that I cleaned up and digitally coloured however I don't have access to the printing equipment anymore.

These are nice, but they're a bit too expensive. I realize there are only so many produced, but 25 bucks for shipping? That's 65 bucks right there.
If I had the money to kill, I would consider purchasing one of these, but only if the shipping were at a decent price.

LOL well on that basis the sericel isn't expensive then but the shipping is IMO the sericel is pretty good value - the framing probably cost was probably close to the starting bid. In the same respect the frame also adds weight followed by the fragile nature = higher shipping. I bought one that was not framed which in hindsight was probably the right thing to do. Annoyingly shipping costs are constantly going up - I buy a lot of goods from the States and it is just getting silly now.
