In the 20's they did all sorts of things for a drink, for example European crise liner companys gave tickets for a few hours over the terratorial line and let the booze flow.
So why not a bar on some island past the line as well? And considering all those homemade cocktale's he's good at making and as many of the ones we drink today were devloped then due to bad tasting "bathtub gin" it's possible.
Ha, ha! I bet as well he'd sell underaged too a degree (i.e. late teens) as the 18/21 laws don't apply out there.

That's interesting problem,The Grounded. Normally that bar would be immediately closed because of the interventions from police. I think Louie had the close relations with one of state politicians or did he lie during creating his bar :/ That evil monkey

Prohibition in the US ended in 1933, though, so it wouldn't matter if you assumed that the bar was opened shortly after that even if it wasn't in international waters. But, yeah, it always seemed like a shady place - but also really fun

Wait a minute!
Louie doesn't sell alcohol! He sells ice creams and make pizzas and burgers!
Right...?

He may have started it in the 20's and kept going after 1933 as it was a fun business.
He serves drinks, come on I'm sure some are booze.

Louie's is one of those establishments you will find anywhere professionals congregate. Wether that's to talk business or pleasure, there will always be a haunt like Louie's.
The bar itself seems to have been built (though I'd prefer the term 'assembled') on an island either smack in the middle of most air routes or close enough to it isn't too much of a hassle to deviate from course to get there. It might even have started as a landmark point in the old days of stellar navigation. Ask any navigator that served in any air force and ask them about the problems of stellar navigation in a moving aircraft. It's near impossible because your frame of reference is shifting at quite some speed. Since the early days had no radio beacons like we know them now, you'd look for a distinctive landscape feature. Add a booming aerospace industry and increasing air traffic along many lanes all looking for a familiar spot, and you begin to understand why so many routes converge on Louie's Island.
It's a natural place for a bar or relaxation establishment for anyone having the business acumen to keep it running, and the clout to keep it operating smoothly. I suspect Louie has a very informal arrangement regarding his ownership of the island, as mentioned in 'Louie's last stand' where he mentioned having to be physically present on the island at a certain date to still be considered the owner of the lease.
In short, like the old pacific taverns and ale houses that sprung up on otherwise uninhabited islands because so many ships passed by, Louie's is on a landmark island used for many air routes. And if it wasn't a landmark before, it certainly is now.
