It may and probably does have a bit too doo with his ego, eccentrically and vanity but also that English may not be his mother tongue. I mean no disrespect too those who speek English as a new language but from experence many who do speek it later in life do speek it in a mismatched way.

He comes off as a guy from Spain or South America and only spoke English at a later date.

Yes, did anyone have any doubt about that? He's obviously a "foreigner", I think his language sounds like a mix of Spanish, Italian and French.

It had nothing to do with his lack of intelligence or skill. Like most people who are trying to speak a foreign language, it is smart to at least try to speak it. He might not be able to speak English right but he might speak several of them which could explain his accent. He gets confused with all of them.
