I thought Zira was Vitani's mother. ...in the final battle after being told to attack Simba, Vitani is quoted saying, "No, mother!".
Though biologically or not, she raised her it seems, so I guess one could say that she would be regardless.
If confirmed that Zira's not, then it could be possible. With all the lionesses there and considering they all got about the same markings,
it could be any of them including 'Digger'.

The tramps 3 daughters look exactly like Lady with a few differences.
Thumpers 4/5 sisters look exactly like their mother.
Thumpers kids look exactly like their mother as well
Nala and Sarafina share very few differences
Faline and her mother
Secondary characters tend to look like clones so they don't stand out as much, I believe.
