Via a vote, like when new things come to the site they go to a special page, people vote their favorite, then the ones with the most votes during the week gets onto the main pages under selections.

The selection of the week is meant to feature the "best" creations sent, in order to show good examples of what you should send. So, it can not be random. As for giving possibility to vote, as I said, this is a subjective choice and I think votes would make everything un-needingly complex, and it would have the drawback that most people would vote for the "already popular" artists because that's what they already are viewing the most. (unlike mods who have to check all the fanarts sent and may want to feature a good one when they see it)

Frankly, no. People would simply vote for the already popular artists anyway or their friends.
*I* have no issue with people sending me a PM suggesting an artist who is little-known and has good *Balto* artwork which can be considered for it.

Same here. We need suggestions. Just don't get upset if we don't feature someone's art. There's always next time. Plus, remember, it has to be an official fanart or image, not an original character or render/lineart.

While in concept it sounds like a good idea, in action it would probably be terrible due to the nature of the members here voting for the more "popular" artists or their friends. Therefore, even more of a popularity contest, and probably a bad idea.
We're already allowed to "choose" the selections anyway, we can suggest them.

Perhaps a system where the mod's get 10 great drawings, and the system automatically chooses one of them?

I would suggest a nomination system and then voting upon the nominees with the artist name held anonymous, but that might not work due to styles being recognizable and the fact that the artwork would be available in the artist's fan art gallery anyway.
