None of Zira's cubs are related to Scar in any way. That's what Disney says. So none of are related to Simba either.

Scar isn't Kovu's father lol.
But, as I do think that Zira and Scar were mates at one point and Zira is Kovu's mother.. I think Simba and Kovu ARE cousins, but not blood related. As long as they're not blood related, in the TLK world, Kovu and Kiara can be together forever.
