I know this is weird but I just was curious. The title is pretty self-explainatory. I usually notice a persons shoes first.....I have no idea why but I always notice their shoes.

Yup, same here and if that person (stranger or not) has a band I like on their shirt I always say something

Usually that it's another person first, second what they're wearing. Nothing in particular, just what they happen to be wearing.
Or if they have big crazy hair or brightly coloured hair or both - I notice that instead.

For me it's their hair, lol I don't know why but even on TV the first thing I notice is a persons hair, second whould be their clothes.

The first thing I notice about someone is how I feel around them, so I tend to be picky with strangers I'm supposed to meet. Usually, that sensation is right.
Secondly, I usually notice the hair first, then the eyes.
