Same thing with fanfic titles. Just because someone has a title similar to your own does not mean that it's "stolen". Do you know how hard it is to come up with things completely original? For example, I have a fanfic called Headstrong - A Velia fic which was originally called Headstrong (and is thus on devinatART), but when I was uploading it to BS the name was all ready being used for a fanfic by a member here. Does that mean I stole that name for the fanfic? NO. I named it so because of the song that gave me inspiration for the fic - which is probably how a lot of people get names for fanfics - inspiration from various things.
So really, complaining about how people are "stealing ideas" and such is naive. There is no such thing as 100% originality.
Like Tibb said, it's hard to create a 100% Oringal character, I think as it almost impossible, people have used up many creative ideas.
But for Fanfiction Ideas, You can make pretty maybe 50% oringal ideas if your lucky, i'm not sure about 100%.
"Stealing" would be exactly copying a [thing] and claming it as your own if it already has an owner.
