Here's a picture of what he looked like in early development:

I think his final version is better:

Your are right his second version is better, do you think it's also because John Travolta has a big head and little body too?

I don't know why Bolt has a big melon, O_o. I was wondering the same thing through out the movie though, ^^".

As for some of that older art, I actually really like that first version of him, <3. I'm still really happy with the final version, but I have a thing for dogs more the size of the first picture there, =3.

Hey, have you ever heard of charcatures? They egsagerate the pic: big head, little body. Just to make it more dramatic. It's not that the people were insane with designs, it just looked more right for the movie.

They just styled it that way.

Generally, big head and big eyes = cute. Which is probably what they were aiming for. If you look at all the character's in Bolt, most of them have over-exaggerated features.

That's correct. And besides that; Animated animals/humans uses to have quite big heads and eyes. It makes it easier to animate the characters mood, and to show it's expression.

I think that Disney was shooting towards a cuter, and cartoonish style for Bolt. I totally agree with Helene, they could have wanted to show the emotions better. Some dogs, like chihuahuas, great danes, and some german shepherds have larger heads than others.

I guess that proves that he was intended to be a German Shepherd...

But, back on topic, it's actually quite normal to exaggerate the features of characters in cartoons and animated movies in general. Compared to serious, more mature-oriented movies, the young audiences that movies like Bolt prefer to aim for usually need more obvious clues to facial expressions to get how the characters are feeling, whereas more adult-oriented movies can use very subtle expressions that more mature audiences can pick up on. So, to make expressions more clear, making the head proportionately bigger makes the expressions larger and far more noticeable.
