Simple answer: Bolt had more promise. It was released in a time slot when it wouldn't compete with other big movies, so Disney wanted to promote it as much as possible. Balto was released at a time Universal knew was bad, so they didn't even bother.

I guess one could also compare what was happening at either movie's time period. Standard (now seen as classic I guess) animation Balto vs. the new and exciting Toy Story with it's complete computer-animation. Balto didn't have a chance, D=. Now look at Bolt. Of course, the ever-popular Twilight came out around the same time, but nothing was really up against Bolt's genre. Even if something was, Bolt was offering something like Pixar did, an exciting twist for the audience to rake in a few more bucks. Bolt just didn't come to theaters, it also came to theaters in 3D, =).

All in all, it seems theater wise, Balto and Bolt are polar opposites sadly, D=. Maybe when that new classic animated Disney movie releases, it'll cause a strike in popularity, and Balto will re-release to theaters for a few weeks, =D. I highly doubt it, but a man can dream, XD. Better yet, Balto 4! *head explodes*

3D films are currently very popular, and they get HUGE marketing budgets. Even if they don't deserve it.
The only thing I *hope* is that Disney will also give a huge marketing campaign for their new 2D feature coming (The princess and the frog)

Because Universal is not an expert in animation movies... Apart from LBT, what other important cartoon have they done? They probably prefer to focus on normal films. Also, Balto was relased at the same time of Toy Story, I wonder who is the guy who decided it... And I wonder if he was fired (hope so).

hahaha,
you´re right, but now days with a so perfectionis animation to create a new and much better story of balto based on the good old ones will be very easy for universal, don´t you think?

Well, I think that Balto could be popular like Bolt when it was new... You'll see, one day Bolt will be popular like Balto, when it will be older

well, Universal also did American Tail..which was a big grosser in it's time.. that was followed by sequels and a short-lived t.v series.. and they did distribute Curious George and Tale of Desperaux (not sure if Desperaux made much money though either)..

Louveretau: more movies does not mean better movie..

there are lots of non-sequalized movies that don't need a sequel to boost the popularity of a movie.. I personally would have been fine if Balto never had a sequel/spin-off/whatever.. sure it might not have boosted the popularity of the film if they hadn't done it... but it's like the old saying if it ain't broke , don't fix it ;)

So, if you´re against sequels, then you are against Balto 4, don´t you?

I'm not against a sequel. R.W.. I just don't think Balto really needed it to be "better" than movies like Bolt.. ;)

Time slot and the fact that Disney is a giant compared to Universal.

Well, I would say it's pretty hard to compare the two movies so I don't know if it's really possible to compare them that much. For one they were released in way different time periods and under way different circumstances, they're about totally different things, one was 2D and the other was 3D.

Also, Bolt got a lot more advertising than Balto ever did and Disney at least cared about the movie they made unlike Universal so that also is a factor.

I'd say that the reason is simply that Bolt had better publicity and was released at pretty much the optimum time where it had little competition.
