No defintely not, they both have different motives, Scar wants to be king resorting to kiling people ah, other lions XD and creating a lion/hyena utopia, and Steele motivated by pride is trying to become the best dog, he never really kills anyone anyways, color scheme is different, black doesnt coutn because nearly all villians in animated movies have some black or shade of dark color. Scar was related to the main character, Steele was not, though their names both start with s, i think thats a coincedence.

scar and steele DO look a bit alike don't they?
Anyway i don't see how Lion King can compare to Balto. If anyone here is familiar with the tale of 'Hamlet' then you might have noticed several similarites between Lion King and Hamlet. I think Lion King was based on Hamlet. That's what my drama teacher told me
(i only know this because we watched Hamlet and Lion King in Drama Class)

Obiviously they aren't the same character, I know there are some differences, but for exemple they are both against the main character because they're jelous.  alot of villains are motivated through jealousy, think about snow white, the queen was jealous that snow white was prettier than her, jealousy is in most villains or revenge, saying steele and scar are alike because of jalousy is also saying they are alike all these other villains in movies.
